This guide walks the right order from scratch: what you create first, who owns what, which permission is granted before which step — then the few things that are genuinely hard to correct once they are set wrong.
Why order is everything here
A Meta Business account is not a sign-up page; it is a container that owns assets: pages, ad accounts, and a WhatsApp Business Account. Permission is granted on an asset from inside the container, not on a person in general.
Which is why anybody who connects a number before the account owns the asset, or grants a colleague permission before the asset is added, meets a message that does not mention order at all.
The order
- 1.Create the business account under your legal entity nameNot your trading name. This name is what verification is compared against later.
- 2.Settle ownership before you invite anyoneThe first owner is whoever created it; add a second owner from your team before anything else.
- 3.Add the assets, then grant permissionsThe page first, then the WhatsApp Business Account. Permission on an asset that has not been added is not possible.
- 4.Complete the entity detailsAddress, website and contact details — an incomplete account is rejected at verification with perfectly good documents.
- 5.Then — and only then — connect the numberConnecting assumes everything above. Doing it first is the cause of most error messages.
Who owns what: the roles that get confused

What is hard to correct later
Four things that are set once and cost time or a review to change:
- The business account name — verification is compared against it, and changing it mid-review invalidates the review.
- A sole owner — not easily transferred, and it becomes a problem at the worst moment.
- A number registered under an account you do not own — it needs a release or a formal transfer.
- A second business account created to "start clean" — it splits your assets and solves nothing.
After the setup

Frequently asked questions
Do I need a Facebook page?
A page is an asset added to the container and used by several paths. It is safer to create one within the account from the start than to add it late when a particular path asks for it.
I created two accounts by mistake. Which do I use?
Pick the one carrying your legal entity name and your real assets, and continue on it. Having two does no harm as long as you are not splitting assets between them.
Can I change the account name after verification?
You can, but it reopens the comparison the verification was built on. It is safer to get it right before submitting than after.
My colleague cannot see the WhatsApp account although they were added. Why?
Permission is granted on the asset rather than on the account in general. Give them permission on the WhatsApp Business Account itself.
Will you create the account for me?
